The other day I was encountering a problem with a co-worker could create charts with a VB script we put together, and she could see the data labels she placed in the chart. She was using Excel 2000. But when I went to run the scripts in my Excel 2003, I could not see the data labels as is. I could expand the Y scale, and they would become visible, but that is not what we wanted to do after putting together a rather complicated VB script. YET, I could send her the files I created, and she could see the data labels. That led me to believe it was another infamous upgrade/improvement process from MS.
I found this Microsoft KB article addressing a very similar issue, that, when applied, fixed our scenario.
